In the photo, House Minority Leader Lawrence F. Cafero Jr. is shown speaking as the House convenes to vote on a new budget while Rep. Barbara Lambert and Jack F. Hennessy do their very Congress best to tune him out, both playing games of computer solitaire. Sitting near them, two other congresspeople surf ESPN.com and Facebook.
